Public Notice – Environmental Permit

PURPOSE OF NOTICE: To announce the extension of the public comment period and seek public comment on a draft construction permit from the Department of Environmental Quality for an air pollution source in Chatham, Virginia.

PUBLIC COMMENT PERIOD: January 8, 2021 to April 9, 2021 (extended from March 10, 2021 to allow for public comment on updated documents available at https://www.deq.virginia.gov/permits-regulations/public-notices/air)

PERMIT NAME: Minor New Source Review Permit issued by DEQ, under the authority of the Air Pollution Control Board

APPLICANT NAME AND REGISTRATION NUMBER: Mountain Valley Pipeline LLC; 21652

FACILITY NAME AND ADDRESS: Lambert Compressor Station; 987 Transco Rd Chatham, VA 24531 PROJECT DESCRIPTION: Mountain Valley Pipeline LLC has applied for a new permit to build the Lambert Compressor Station in Pittsylvania County, Virginia. The proposed facility is two combustion turbines, five microturbines and other ancillary equipment. The proposed facility will be classified as minor source of air pollution. The maximum annual emissions of air pollutants from the facility under the proposed permit are expected to be: 12.4 tons per year of nitrogen oxides; 17.3 tons per year of carbon monoxide; 5.4 tons per year of sulfur dioxide; 10.4 tons per year of PM10; 10.4 tons per year of PM2.5; 3.3 tons per year of volatile organic compounds. The applicant proposes to use 1,789.5 million standard cubic feet of natural gas per year. The technology that will be used to control the air pollution from the facility is SCR, OxCat, Inlet Air Filtration, VGRS, pressurized hold, capped valve (ESD testing), and low-sulfur fuel. The estimated effect on air quality near the facility from the proposed project is compliance with all air quality standards.

HOW TO COMMENT AND/OR REQUEST BOARD CONSIDERATION: DEQ accepts comments and requests for Board consideration by hand-deliver, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit.
